Excessive heat blasting on my legs

I have a 2006 Civic and my car has been putting out excessive heat down at my legs where the pedals are.  It happens when I have been driving for about 20 - 30 mins.  Also, it only happens when I don't have the air on and the recycled air button is off.  I believe it happens during the summer months.  I don't recall having that problem during the winter months.  I just went to the dealership today and they said it would take them a while to figure out what the problem is.  Does anybody have a clue what the problem is or have experienced this?
