taillights or brake lights ?  if latter check BOO switch operation  (brakeonoff) switch

If taillights, investigate the wiring.  I have seen the BOO switch cause brake lights to stay on in other vehicles.

I had this same problem, took to my local garage.  They said that the line that carries the signal that tells the car "Driver is not pushing the brake" comes loose.  (Mind you, I know nothing about cars, so that's lay-man's terms)  They took a pair of pliars and put a couple of kinks in the wire, and I have had no problems since (they also did it for free, took about 5 minutes).  I also use to take the toe area of my foot, and put it behind the brake pedal and pull it towards me to cut the light off(prior to getting this problem fixed)
