recently rebuilt 1275 midget engine/wont start; backfires-checked timing gears front of engines seems to be correct. could the flywheel be in the wrong position

1969 mg midget 1275. starting fluid  produces strong backfire.

You say you have timing gears correct but is the distributor rotor pointing to the number one cylinder at TDC.
