did it start doing this after a big even like a short or while wiring work was being done or a wreck or anything you can check the relays and see if they are bad they usually have a diagram for the contacts and see if the normally open contacts have been some how kept open and if so replace those id advise getting a wiring diagram of some sort and trace connections to possible sources
