The 1999 Dodge Stratus Base model comes with a standard 2-liter 4-cylinder engine with 132 hp.  The 4-cylinder comes standard with a manual 5-speed transmission, but has the option of a 4-speed automatic, which brings the gas mileage from 26/37 to 21/30.  There aren't a lot of standard features, as would be expected from a Base model, though there are a number of options.
